HawkEye 360 is seeking a motivated Proposal Manager to support the development and submission of high-quality proposals for International and US Government strategic opportunities. This role plays an important part in helping the company pursue new business by coordinating proposal efforts, supporting content development, and ensuring submissions are clear, compliant, visually compelling, and competitive.
The Proposal Manager will work closely with teams across Solutions, Sales, Product, Finance, Legal, and Program Management to translate HawkEye 360’s radio frequency (RF) data and analytics capabilities into strong proposal responses. This role is ideal for someone who enjoys collaborating with technical experts, understands RF-related technologies, and has an eye for creating clear and visually engaging proposal materials.
Candidates with experience supporting proposals in space, sigint, RF sensing, or defense technology sectors are particularly encouraged to apply.
Reporting to the Senior Proposal Manager, the Proposal Manager will help streamline proposal processes, coordinate cross-functional contributions, and ensure the team delivers high-quality submissions on tight deadlines.
As the Proposal Manager, your main responsibilities will be:
- Partner with Solutions, Sales, Product, Finance, Legal, and Program Management teams to understand HawkEye 360’s RF data, analytics capabilities, and products, and help develop proposal content aligned with the company’s solutions.
- Work closely with technical subject matter experts to translate RF-related concepts and capabilities into clear, compelling proposal language for government and international customers.
- Coordinate proposal activities across internal stakeholders to ensure deadlines, requirements, and deliverables are clearly communicated and met.
- Review solicitations and qualified opportunities to identify proposal requirements, evaluation criteria, and compliance elements.
- Assist with proposal planning and scheduling, including kickoffs, working sessions, status meetings, and review cycles.
- Support proposal writing, editing, and formatting to ensure responses are clear, structured, and compliant with RFP requirements.
- Develop visually engaging proposal materials, including graphics, diagrams, and formatting that improve readability and effectively communicate technical concepts.
- Conduct final quality checks to ensure proposals meet submission requirements and maintain high standards for clarity, accuracy, and presentation.
- Help implement and maintain proposal best practices and tools, including frameworks such as Shipley.
Essential education and experience:
- 2–5 years of experience supporting proposal development or capture activities, ideally within federal or international government contracting
- Experience creating proposal graphics, diagrams, and visual layouts to communicate complex technical solutions
- Experience working with or supporting proposals related to radio frequency (RF), signals intelligence (SIGINT), spectrum analysis, or other RF-enabled technologies
- Ability to understand technical concepts and collaborate effectively with engineers and technical subject matter experts
- Strong written communication and editing skills
- Strong organizational skills and ability to manage multiple priorities in a deadline-driven environment
- Proficiency with Microsoft Office Suite (particularly PowerPoint and Word)
- Familiarity with graphic design tools such as Adobe Illustrator, InDesign, PowerPoint, or similar visualization tools used in proposal development
- Experience supporting responses to federal opportunities such as IDIQs, BAAs, RFQs, and RFIs
- Experience supporting Intelligence Community, defense, or national security customers
- Familiarity with RF sensing, geospatial analytics, space-based data, or related technology domains
- Experience with international government procurement processes
